flop = don't like the song
bop = Like the song
literally me...charting whether it be domestically or internationally, I don't really care. If they chart really high and/or have decent longevity, I'll congratulate them but I don't think I ever personally tried to keep track of songs/albums' charting placements lol

to try to give you a realistic answer
if we are solely looking at this from a Korean Charting point of view and not considering other metrics like album sales or whatever...
then here's the various possibilities I can think of
1. not doing as well as previously - obviously this will apply to existing groups and not groups who have just debuted...if a group hasn't done as well as their existing music then that might be considered a flop
2. not doing as well as one's peers - one way to measure "success" is to look at how one's peers are doing are you charting better or worse than other similar kpop groups? the example I use is test scores - a person telling me they got 90% in a maths test tells me nothing since if they said the average in the class was 95 then they scored below average - likewise scoring 70% in a test when the average was 60 is above average
3. not doing as well as expectations - this one is a lot more subjective since each person's expectations differ but for certain groups (more so the top ones) there are certain expectations from fans and non fans alike that that group will hit some sort of pre-determined number and if they don't chart beyond that number they it may be seen as flopping...
