Actually given that non-fans rarely would buy anything at all, but mostly consume digitally, the fan is more valuable.
It is same as politics. Parties primarily cater to their already captured base, sure they would like if undecided do vote for them or convert to a follower. But their primary focus is to the captive constituency.
A dedicated follower who would vote each time for the party - never mind the quality of leadership/policy, is more important than the undecided general population.
Just hat these charts weren't supposed to reflect the 'strength of the fandom' but the quality of the song via its general popularity. But strength of the fandom skews those results.
It is for the charts to adapt to that, otherwise as you mention, they will lose credibility - both with non-fans and eventually even with fans, when habituated to this sort of gaming.
