It's worrying they are having events at all with their amount of daily cases...

Id assume its mostly because in general concerts and stuff like that are not normally held in big outdoor stadiums, very few artists can play such big aveneus, so the rules were set with what is the most common for live music, namely small indoor avenues were space is tight.

Now obviously its dumb that theres no provision for when theres concerts in big outdoor arenas, but thats bureaucracy for you. We had similar differences in rules where i live, mostly because the rules and how they apply are decided by different bodies of the state depending on area.

That and the sport teams are probably better at lobbying as well with much more money on the line.

Ofc it's about money, and this is not only a normal match, it's a qualifying match for the world cup.

No one cares about the few dollars of a music group, but soccer is too big and there's way too many economic interests in line to dispute a match without public.

They have been allowing full attendance for all sport events since last year. It’s not just World Cup even normal matches. It’s just double standards and partiality
