Confession is always the best option. If they like you, you can date. If they don't, you can move on. I know enough people who mutually liked each other but never confessed and missed their chance. Just confess so you never have regrets.

OMG OF COURSE!!! That would not be nice or even cool to do when they are dating someone!

BUT! when it comes down to actually recognizing and placing my feelings to action, I feel confused about my reactions.

Like when I first wake up, wanting to send them a "good morning" message.

Or smiling everytime you see a text come through from them.

Or just being able to talk about anything with them, no matter how long or how simple the subject, just because you are hearing their voice and that makes it better.
