I'm always laughing at that when girl is for example 19 years old but people from USA are saying she is a minor because they live in state in which you are treated as adult when you are 21
also with same thing how is shorts and top revealing when in Europe 15-16 years old girls usually are wearing deep cleavages or mini skirts but with thongs under, not with protective black shorts and then panties...
