Of course! There should never be a rule that you can't be a fan just because you don't spend money on what you enjoy.
Being a fan is showing love for that person and technically, no one has to know you love them except for you.
Fanship can be shown in millions of different ways, and no cent has to be spent.

Yes. I think of it similar to artwork or fashion.
You might love a famous artist's work who is long gone like Picasso, but it would be impossible to financially contribute to him, but that doesn't make you not a fan.
You might love the work of a couturier, but you'd probably never be able to afford any of their pieces, so you just admire from afar.
