They use 'for health reasons' as an umbrella term. In Broduce, Shihyun left for actual health issues but in some other shows there were different things so it could be anything.

Mnet never moves the other trainees up. Jurina left PD48 and was absent during the eliminations, they just reduced the number of trainees who pass. I am pretty sure she already notified Mnet about her withdrawal prior to that and just filmed the episode because she had to.
