Ignorance is bliss, so the one with less intelligence would be happier. Probably the shrimp.
Shrimp also have food readily available to them, as they eat basically anything — algae, plants (decaying plants, too), worms, and even dead shrimp. Meanwhile, fish have to specifically look for fish smaller than them. Shrimp have the easier life.
