It's naivety
I genuinely think it's people with very limited social experience in dealing with the opposite gender. Either due to cultural/religious reasons, social reasons, age or personality, they've never really been in social groups or situations where they hang out with people of the opposite gender, especially one on one.
For whatever reasons, these people cannot imagine any reasons for a girl and a boy to be hanging out together except the assumption that they are CLEARLY a romantic or sexual couple. They simply cannot perceive the idea that they are just friends, colleagues, two people in the same place at the same time...
