Because training as a dancer or an idol needs lot of money and poor people can't afford that for their kids. Companies are already picking kids who are already a little bit trained or have some previous experience.
Second, being an idol is a gamble. This is the type of profession which does not gives you a surety for future. And it could goes both ways. And poor people don't want that for their kids, they would urge them to go for a more traditional route. While kids from rich families don't have to worry that much about that.

Kpop had not blow up during the 2nd generation and social media was not that developed compared to today, so the one debuting during early 2nd generation was those who was genuinely intresting in singing and dancing to a higher degree. Today you problably have more trainees that have come to kpop for the fame and Idol status, not claiming it's all of them, but a bigger share compared to 2nd generation for sure.
And if you are coming from a rich family with status and power, that will open doors for you and probably increase your chance go all the way and be selected as a group member, even if you are not the one with the most talent. It would be naive not to think they have a benefit.
