Jungkook just had a short hair recently. He had long hair from the beginning of the year to May or June. It doesn't necessarily need to be recent.

going by the apt layout - Jk's *significantly taller than whoever is in the footage - in relative to his height compared to his door security system. = Jk's system comes up to his neck and he has to bend down. while as this person's head seems to be aligned with the monitor.
it's either that or that apartment's security system was installer higher .
plus whoever it is in the footage has a recliner? or a 1 seater sofa - Jk has an L shaped sofa.
