I mean I'm a big fan of Bora you don't need to convince me, I'm voting for her just like I did for all of GP999.
But if I was some kind of MNET producer and my job was to edit-rig it so that the group SELLS then Hwiseo would without a single doubt be the main vocal and Bora/Kei would be eliminated because they could outshine her. You could throw in Suyun there and they could handle the vocals between the two of them, she is one of the main vocals of RCPC after all.
If I was making a group mostly consisting of my personal faves it would probably flop horribly. I would for example include both Bora and Kei which would be awkward.
I can see no reason that Hwiseo will sell better than either Kei or Bora. If we are to talk about "marketability" seriously, Japanese market is needed to be considered and, Hwiseo seems even less marketable. I believe Mnet has made right choice pushing Nana. If I be Mnet, my main picks be Nana, Wooyeon and Jihan. I will not so concern about best main vocal and be contented with Jihan.

I can see no reason that Hwiseo will sell better than either Kei or Bora. If we are to talk about "marketability" seriously, Japanese market is needed to be considered and, Hwiseo seems even less marketable. I believe Mnet has made right choice pushing Nana. If idols like Kei and Bora sold then Cherry Bullet and Lovelyz would be doing well currently. They do not attract a loyal core fandom.
I see Hwiseo as someone a bit similar to Kazuha, with this strong & talented image. Especially attracting loyal female fans seems important as they will actually spend money and stick with the group for a longer time period. Groups with cute/pure concepts are not doing well nowadays. I mean just think back to when Lovelyz was a popular group - they had mostly male fans. Those days are just gone, groups and concepts that appeal to mostly male fans (eg. AOA, Lovelyz) do not succeed at all anymore.
As for the Japanese market, it's true that "cute" idols do better there than in other markets but I really doubt MNET is trying to do a repeat of Kep1er that only does well in Japan. They want another IZ*ONE, not another Kep1er.. They will go for something entirely different than Kep1er if they can affect the lineup.

Neither H1-Key as the group is popular, only its 1 song is thus, the group popularity discussion is irrelevant.
If you want to "imitate" Le Sserafim and produce the next Kazuha, it is even less logical to pick Hwiseo. LS is a dance-oriented group and Kazuha is recognized as mad talented dancer with top visual. It is Nana who can fit that description. If you are to create Le Sserafim imitation, a stronger dancer who can sing e.g, Suyun or Jihan, is preferrable choice over Hwiseo. Besides, I believe Yeeun and Yuki are better girl-killer than Hwiseo. Their "softer" visuals also allow better concept versatility.
However more supportive and loyal female fans be, it is always more marketable to compromise the very large male market. On top of the purchase from the fans, being loved by both male and female markets means public friendly, thus widened opportunity to endorsement deal and festival.
If I be to create a female market prioritized group, my 7 picks will be

Yuki
Nana
Suyun
Jihan
