Has there ever been a rule or suggestion that if a user continually make vicious alts, their main account is suspended or (more entertaining ) exposed, as punishment?

Assuming it's the usual troll that shows up twice a day like clockwork with a new account... I don't think they have a main. They just get continually banned here every day on a new account. I
