Doing a quick cross-analysis from the PUP report with the dispatch information: Remember, this can have inconsistencies, as the dispatch information is based on the girls' interests and the PUP report on the companies' interests. However, I believe that this analysis is valid, as the tendency is for the girls' interest to be closer to the company's.

So, according to the PUP report, one agency was against with probably two members - Starship - (Yujin, Wonnyoung), four agencies in favor, probably totaling four members - Urbanworks, 8D, WM Agency, Yuehua (Minju, Hyewon, Chaeyeon , Yena), two agencies with uncertain information - Woolim and Wakeone - (Eunbi, Chaewon, Yuri) and one they were unable to contact - Vernassosom - (Sakura, Nako, Hitomi);

The Dispatch report points out that four members were interested in relaunch, three focused on individual activities, two not interested in relaunch, two taking a break, one not found.
So, according to the PUP it seems to me that from the beginning there was no possibility of a relaunch with 12 members, but at best with seven members. The most realistic probability was a unit with only four members. But, let's be honest a Unit with only Minju, Hyewon, Chaeyeon, Yena doesn't seem viable at all. I think they should have been a lot more transparent from the start.
