I went there and couldn't find it too. I thought it was for free when it's available on my customize profile menu.

You are not able to do that anymore, so yes you must be AllKill. There is an AllKill option in the shop and if you buy that, you will be AllKill for one month. Any changes you make to your username color, user title and user title background color will be kept even after AllKill runs out.

Woah! I'm getting shocked from all sides today
You used to be able to purchase it about earlier last year but we switched to an automatic awarding system for most things in the akorn shop and purchasing username colors, user title colors, and edits, etc. with akorns required manual awarding.
But with allkill, it's convenient because you can change it for free and not much waiting.
