True. It’s very hard to have any degree of control in any fandom. Usually people just do what they want to, regardless of what other people say (at least in my experience, other people may have a different one). Groups stepping in to reign on a fandom does little to nothing to fix anything, so I don’t blame groups for how their fandoms act.
I also have to agree about your point of there being bad apples in fandoms.

Yeah, exactly. A fandom, being so big, it's hard to make them happy. It becomes a problem when even the fandom is viewed to others as being "toxic" when really, it's only a few loud and negative people. It's sad, really, that in a lot of fandoms, the people who are respectful to other groups and fandoms and the ones who love all the members dearly are being overshadowed by the bad apples of the group.
Heck, I won't actually list any but I can think of some fandoms where other fandoms associate them with being akgaes and toxic to other fandoms and groups. While there are just small percentage of the fandom that ruin it for the collective.

If someone hates on a fandom , even if it's my fandom, it has nothing to do with me, the only thing that connects me with my fandoms is my faves
I don't take offence at some mean words being thrown at my fandoms because I haven't maden it to be my identity ....
Members of groups on the other hand are individuals who have to take in all the mean words being thrown at them on a personal level
Their skills, personality, looks, family, age - all of this is being under tight scrutiny of public and haters
It may and it does cause them severe self esteam and mental health problems to the point they may want to take their own life
...
I don't think hating on any fandom causes something like this and if yes , you should reconsider your devotion to your fandoms
