WJSN The Black performed on this show too. The guy was just a fan who was waiting for his faves to take the stage. There's nothing offensive. You can even see him clapping for Majors behind his sign.
It's not a big deal honestly. When I go to a concert wearing a t-shirt of a group, if another group is currently on stage I'm not taking off my t-shirt out of respect or whatever. Dude came in with his sign, he's there for WJSN, he's keeping the sign with him while waiting for WJSN. It's ok, no big deal.

Okay that would be crazy to change Shirts, but since it was an offline show and he was seen through his webcam, he could have put the sign on the ground or wherever.

Some see it and some don't, the same goes with Yoo Jae Suks daesang, where most of the actors didn't stand up, some said it was disrespectful and some said it didn't matter. Everyone has his/her oppinion and I would seldom say that theirs is wrong
