It used to be the same with Stray Kids in JYP until KARMA album after Stays complained a lot lol I used to envy especially nmixx's albums.
My theory is that they know the best selling act will sell a lot regardless, so they spend less on packaging to gain more profits. The acts that sell less on the company needs to make the album entertaining in order to motivate people to buy it more.
