It's just better in terms or releases, If an artist kept realising singles, that's not really a good look, but if they were mixing it up then It comes across better, But if a artist released a mini album that had less Than 4 songs, it's almost like cheating ish

Musically speaking - a Mini album generally has 5-8 songs. (Square Up, The Story Begins, etc.)
These things are usually determined by length. I don't see why you'd call it a mini album with 2 songs? It's a Singles Album. (2 to 4)
I have never seen an example of a 2 song release being called a mini-album - unless they are counting instrumentals, which is shady lol
Album length comes into play as well when deciding if it's an album, ep, etc..

If you are referring to Rosé, it is a Single album. A single album consists of a title track + a B side.
It has been done in western quite frequently. Most of the established western artist release Single Album whenever they drop a single.
Example
Oh yeah rose kinda did that too, but nah was referring too Stayc, I thought they released A mini album, but it only has two songs, but it's actually a single album, but some people still say it's a mini

Yeah I think this is it, it's very vague, but I think the actual definition is between 4 - 6 songs
