It's especially funny to see them act like companies actually promoting their artists is a bad thing....as if that's not the point of record labels in the first place?
If Hybe could reliably pay their groups to the top of the charts, why haven't they done so with TXT? No offense to the guys, but Bang PD was really out here claiming they could hit #10 on BBH100 with the Jonas Brothers song.... just completely out of touch and tone deaf to boot!
Is anyone going to complain about Babymonster being sent to Knowing Bros when their song isn't even a hit? Or does payola only apply to Hybe groups?
BH's strategy with TXT is to try to force an artificial underdog situation to make the fans as rabid as ARMY (which isn't working but he refuses to give up).
This basically results in them getting treated like a forgotten middle child. Comebacks keep getting pitted against tough acts to beat (which has resulted in them having a shockingly low number of music show wins for their level of popularity in Korea), bare minimum promotions, and no special strategies like playlisting and autoplay
Bang wasn't being delusional when he said he thought they could chart in the top 20 on BBH100, he was trying to shame the fandom into making it happen on our own without the label's help. The members' reactions really say it all

In the case of the music industry, payola refers to influencing charts (and other numeric data also known as metrics) directly by using bribes. Bribes can take the form of both under the table money and/or favors. Blackmail can even be involved. So payola refers to the direct manipulation of Spotify, any of the Korean streaming services, and/or music show broadcast points by using money and/or favors in an underhanded way. Payola does not refer to variety show appearances, getting CFs, etc. because those things don't directly affect metrics.
