Quadrant II [cotangent is negative in II and IV. Tangent is (sin/cos), so if you multiple that by (cos/1), the cosines simplify, and you're left with where sin>0, or positive. II is the final answer.)
Quadrant IV [Tangent is negative in II and IV. Secant is positive in I and IV. So IV is the final answer.)
