No idea, but people speculate that it's because she has two entries for the data set (SNSD Tiffany and Tiffany Young) which is why when she was doing solo activities she would never pop up but the other members would.
Or she's unpopular but looking at her social media and Naver article engagements... I highly doubt it

Tiffany is a really wierd case. Allegedly whoever compiles this ranking said they only count hits for her as strictly SNSD Tiffany even though for a lot of solo activities like TV or music she goes by Tiffany Young or simply Tiffany. News articles about her refer to her as such (eg her Chicago musical run). That's why Tiffany ranks really low all the time.
It makes no sense why they exclude different names for her but allow for example SNSD Taeyeon vs Taeyeon the soloist or why they refuse to simply update their criteria which fixes the problem
