They are both to blame. HYBE is not obligated to agree to the venue. The Busan officials already claimed that HYBE/ BTS turned down the Asaid stadium. HYBE has leverage, they should use it especially for the safety of BTS and the fans.

i hope armys don't feel obligated to buy everything they put out. you have to re-evaluate at times like this. don't be sad that u cannot afford it either, its not ur fault. clearly the majority of army aren't the main target for this album, this is for the terribly rich-hardcore collectors. we shall sit this one out pls.
