My grandmother can confirm this.

She used to tell me stories passes down from her great grandmother of how there once lived a beautiful so unimaginable that all the greatest sculptors and painters could not capture her beauty and recreate her from memory.

The emperor who only saw her once could not believe his sight and offer endless amount of gold, silk, and tea for anyone could can sculpt or paint her. Words quickly spread and people from all over the world wanted to come just to try to find her and recreate her beauty, especially for all the finest silk the kingdom could offer. They later called that road most traveled The Silk Road because of this.

Words have spread to Tzuyu and she decides to show up to the palace for all the artists to attempt to paint and sculpt her so that the world can be a better place. One by one, the artists failed and nobody can draw her to the emperor satisfaction.

One wise man stepped up to a still pond of water next to the palace and asked if Tzuyu could stand next to it. She did and her reflection shined off the water and onto the eyes off the people. He explained beauty as such could not be captured by mortals, even the reflection in the water thats supposed to be the exact replicate does not give the same effect as seeing her in person and any attempt to capture it would be an insult.

The emperor pleased with his response and does not want to insult her. Everyone went back to the villages and towns they came from sad they did not get any silk or gold but pleased to have lived to witness such beauty, spread the word of the events that day.

Till this day, fans will still say Tzuyu beauty is unbelievable in person, even modern cameras can not capture it exactly.
