Innocent until proven guilty is a legal framework. Not a societal one.
It's a structure put in place to limit (and for many governments, it doesn't) the confines of the legal system. It is not the expected or really even the accepted moral code of the public.
That's why 'beyond reasonable doubt' is also important in the court system.

This is not true, at least not in the context of what we have.
Firstly.
Article 17 is about punishment listed for an offender. A restraining order is a potential result of that, but it is not inherent.
Secondly, specification of a disabled victim would not fall under Article 17, it would fall under Article 16 and would need to specifically specify Clause 2 (which wouldn't be in the part of the document revealed)
I think the issue with that Naver post is that if Garam is guilty she's a part of either the semester 1 list or the Semester 2 list and potentially both.
It means she was either:
IF this is true, in scenario 1 you could reasonably argue that it was only one instance of her bullying. But in either other scenarios you can't get away from her bullying someone multiple times.

This part is not necessarily true. Not all counts of School Violence register as criminal activity
I'm reading more about it and apparently it was not the actual victim that spread the rumors but someone else who'd actually bullied Kim So-hye who released some documents and ran with it. It was that person that apologized it seems because he spread that it was more than just one incident. There was an incident report that she claims was a one-time thing and not evidence of continued school violence as was claimed. Who knows?
I mean, nobody took that statement that the person who revealed it was an actual perpetrator seriously because it didn't come from the police or a thirds party, it came from Sohye's company. The only official statement from the police was
“If you look at the records from the school violence committee meeting, it’s true that the plaintiff [Kim So Hye] was punished after being found to have been a perpetrator of school violence by doing things like making [a student] kneel in front of her friends.”
and the only statement from the school commitee was

Now you're free to believe Sohye's company, if you wish. But none of the other parties involved cooperate it.

Did she lose? It sounds like the charges were dropped because while there was a report made that had the victim kneel before her friends, it was not to the degree that was alleged by the victim.

Her agency stated she was the victim of school violence.
4 months later the same document type was leaked proving Sohye had been perpetuating school violence
Sohye lost the defamation case.
