American Samoa is, surprisingly, the only inhabited U. S. territory where everyone born there is a U. S. national and not a U. S. citizen.
I think Congress could do something about this.

You should read into this. They aren't U.S. citizens because they don't want to be. They maintain a tribal land ownership system that goes against the U.S. Constitution, as it favors Samoans on ethnic grounds. Denying themselves citizenship is how they keep the land to themselves.
A more logical solution would be independence, but they seemingly don't want that either.

All of this can easily be found online. Like most of the world's so-called "colonies" American Samoa is run by a group of local interests who are profiting handsomely from the status quo. The right to vote in some distant, irrelevant Presidental election is far less important than keeping the cash flowing. And independence would virtually guarantee American Samoa would ultimately morph into Chinese Samoa, with a significant drop in bribe money for the local bosses and a large PLA Navy presence ruining the atmosphere.

The US has states, which are essentially the same thing as provinces. American Samoa doesn't currently meet the minimum population requirements to become a state, but even if it did, many would likely prefer to keep the status quo anyway.

They dont wanna be like Hawaii,
where they are fighting to preserve their culture, land and language.
Hawaii was annexed only because they were basically backed into a corner.
in fact, back in 1987, 21,269 natives signed the Kūʻe petition against annexation. Even to this day, one official languages of hawaii are hawaiian, some hawaiians speak pidgin, there are parts of the islands that are sacred and are illegal to touch. Some dont even really directly reference themselves american, and tourists/people from mainland are "haoles" lol.
I know theres most definitely some who dont mind
same with Samoa Murica, im sure there are people who wouldnt care but a lot would be against
US samoa already has been obviously influenced by America, English is way more widely spoken than Samoa, the currency is U.S. dollars but besides that they are a lot the same. And they wanna keep it that way. Fa`a Samoaaaaa.

Hawaii was annexed in 1898, not 1987. And they call the rest of the US "the mainland" because... it's on the mainland.
