Why do people care more about hype and debuts than actual groups that are out there having good music and comebacks?

it seems like people always hop on hype trains and some pre-debut photos/shots when we don't know anything about their songs or personalities, but when actual music comes out, or when there are comebacks from existing groups, no one cares?

I think the reason people are hyped is because the actual groups that are out there are not as good or as relevant as you think OP. You think BTS fans give 2 shits about some new bg debut? If a group's fans are providing quality, they wouldn't be looking for it elsewhere.
