I'd say it's the same as group. 12 votes is close to 15 which is tier 2= artist badge, fandom badge and color badge.

The rules apply to everyone, groups or soloists. So, yeah. Soloists would need 15 votes to get their badges. An easy task for popular artists. However, I don't see any need to worry here. Only 3 more votes to go before you get tier 2

Sejeong might reach it but Sunmi is in a tough spot so if you could take it in consideration kinda fast that would be great.
