Yes. They can perform in both Taiwan and Hong Kong. Just not mainland.

I think having to deal with the whole Taiwan is part of China so groups may face angry comments in China and may affect future tours in China (if they are allowed back).
It may also be an issue for Chinese members from the mainland, the politics could get messy.

But now that China is making even harder for Kpop groups to earn profit from album sales in China, maybe it's time to ditch the market and focus on friendlier countries?
