Companies were courting the west at that time and they didn't find large girl groups with twee concepts very attractive.
Why didn’t 4th gen have a SNSD/Twice like group?

Not Similar? In my view they are similar when it comes to the concept, but of cource no group are exact similar and they debuted in different timeperiods. At least they have a lot more common with each other than with BP. You can compare with Girls' Generation vs. 2NE1 and Twice vs. BP.
And not sure what you mean by Twice setting a trend with bigger groups, there have always been groups with 8-9 members since Girls' Generations days and forward. As I said, I understand why the companies maybe prefer smaller groups, because they are a bit easier to handle/less. expensive and also the a bit change in the music style of KPOP. But you will always have a market for a big Girls' Generation/Twice type of group that have a mix of cute concept and bubbly pop music and I think we lack that today.
Not really, Twice did have a specific concepts earlier days, or at least similar to each other. But GG is opposite, they were even famous for not having a concept.
Actually GG is more similar to BP. Because both didn't have a strong "unite image" like Twice, both didn't have a lot of group comebacks instead they focused on individual activities.

I mean, it's close to no similarities in concept and style between Girls' Generation and BP.... yes, they both do Kpop stars and was/are hugely successful, but that is about it.

I don't think the number of members a group has is important at all.
in terms of profitability for each member I'm sure it's very important...
ceteris paribus - a group that consists of 9 members has to earn over 2x the amount that a group that consists of 4 members does in order for each member to receive the same
