Whether you like or not, the soloist who has had the largest concert tour of all originating from Korea is IU.
GDragon claimed a figure of 624,000 in his 2017 tour, but there are some gaps in the list of his tour attendees, and his figures , typical to Yg at that time, appear to be quite exaggerated for figures outside of Korea.
At that time no one really tracked KPop acts outside Korea and Japan, so people just accepted whatever the companies claimed at a face value, but his real number would be around at 500,000.
IU's world tour in 2024 was scrutinized both by her fans and her many antis so the 527,000 figure is accurate, ahead of everyone who claimed to be a soloist from the entire history of Korea.
(Some trot singers have a lot of events in the countryside, with unreliable numbers, but even if we count them, IU's tour was the largest)
Granted, about 170,000 of them were from Korea, but given that Lee Jieun is the only soloist in Korea capable of holding stadium concert now (GDragon has not done anything in the last 7 years so we don't know how powerful he will be now), I don't think any other soloist in there will do better than the Former Owner of Edam Entertainment.

As it has become apparently that because of the new song of Morgan Wallen the collaboration of Roseanne Park, MBE, and Bruno Mars would not reach #1 in Billboard Hot 100,
comparison between Roseanne Park, MBE and Lee Jieun got iffy.
If Roseanne Park, MBE, had reached #1 in Billboard Hot 100 there would be no comparison, although the contribution of Bruno Mars would have to be considered, it will probably not happen so the singer who terrorized KPop for 15 years without contributing jack shit about it still holds the title of the Greatest Soloist of Korean Pop.
The fatal argument is that IU had a concert around the world attending 527,000, about 350,000 without Korea, while Roseanne Park , MBE, would not be able to raise that kind of audience.
I have to regret that the BTS individual members had concert venues too small when they had chance to do concert tours.
Min Yoongi, the only one who actually had a tour, only had 21 days and are said to have raised a crowd of 270,000.
That has become the benchmark to judge the success of the concert tours of individual members.

Which gives Roseanne Park, MBE, a huge onus - to become a relevant soloist she has to at least outdo Yoongi,assembling 270,000, and since it will be harder for her to raise more than 20,000 in Korea,they have to come from outside of there.
I think if JK decided to postpone military and did an individual concert tour it would have reached 1 million and would easily have outdone the Singer who Contributed Nothing to Kpop's Global Expansion during her Entire Career, but that is not to be.
To tell the entire world that Roseanne Park, MBE, is the greatest soloist from Korea, she has to have a concert larger than 527,000 overall by IU, whose concert tour this year is the largest concert, ever, held by a female soloist originating from Asia (and Roseanne Park, MBE, hailing from Oceania, won't make the record anyways).
Suga being less aggressive adds a hurdle for Roseanne Park, MBE, to overcome before she can claim that she is a greatest soloist than the Former Owner of Edam Entertainment.
