For a fanmeeting, it is. People have been glossing over the fact that the general public did NOT get to buy tickets to this event. Only members of the fanclub could, and there wasn't a resale market because you had to have proof of purchase as the original ticket buyer, which was easy to do with the fanclub requirement. That's exactly why I couldn't go even if I wanted to, after waiting too long to pull the trigger.
