It's not even just about vocal ability here but chemistry. And both Wheein and Hwasa have been singing together since they were in 8th grade.
You'll find it difficult to find any two singers in K-Pop who have better vocal chemistry than these two.

I think they're all great individually, but when you're singing as a duo- chemistry is hardcoded. Like Davichi. Im on 2younggirls side. MMM harmonize alot in their songs, outside, on shows, and etc. They have plenty of experience on that front. I don't think SISTAR are known to harmonize or singing as duet much.
So it's not who has better vocal abilities, but more of which team has chemistry and can support each other.
