Can we consider TWICE to be a C tier group right now?

Current tiers like active groups:

S Tier- BLACKPINK

A tier - Seventeen, NewJeans, IVE

B tier- Gidle, TXT, Red Velvet, LSFM

C tier - TWICE

D tier - LOONA, and everyone else

My reasoning is they haven’t had a hit song since 2019 and their last 3 release barely entered melon top 100. All they have going for them is physicals and even rookie girl groups are outselling

They definitely care because they have no legacy. They’re just another run of the mill group who tours a lot and makes no impact in the industry.
