Relocate wealth and properties of the capables to pay off initiatives claimed made for the less capables, more robbing than taxing the rich to me.
Now CCP is playing Robin Hood.

Redistribution is always popular with benefit recipients. The problem for every communist/socialist government comes when the producers give up and stop producing - leaving nothing to redistribute. The State then tries to force producers to produce at gunpoint - with predictable results.
