I mean I can't find any other explanation. From the business point of view it makes no logical sense, why would you not promote a group you invest into in all markets to maximise the profit? I mean all the Korean groups get Japanese debut and content regardless of what their concept and target audience is. So why not have the same standards?
Are Kpop companies not promoting their Japanese groups internationally because of their nationalism?

Well, the target audience for these groups from the beginning is Japan. And Japanese doesn't have as far a reach as Korean music and singers. There's nothing that proves it would be beneficial to promote Japanese focused groups internationally. Promoting Korean-promoted groups internationally simply makes the most sense.

I think I was saying this to ves but everything has an opportunity cost
I'm sure if a company could they'd promote the artist everywhere around the world but all of that comes at a cost both in terms of money and time...
you can't just say lets promote in xyz country - there's language issues, freight, time commitments, money etc etc so many things that one must do in order to properly promote
and thus companies will prioritize those countries which have the greatest return for the lowest investment
