US is actively preparing for a nuclear conflict against China so this tech embargo on advanced chips would also impact China's military capabilities.
My less than expert Opinion - Could be trouble for making smaller and smaller Chips. Not so much trouble on the practical sense. Not everything has to fit in a Wrist Watch. Sounds like Corporations using Governments to limit competition.
I know Taiwan is World Leader for Chip Manufacturing.
