Group activities don't last forever so it's always good to get a headstart while your group is active.

Yes and No. It really depend on how established the group is. Take BlackPink for example, they can do as much solo as they want and they will immediately break 500k album sells no problem. Because they are so big, and every member is individually known. However, groups like StayC or Weeekly or minors idols won't get such great treatment because the fans are not there. Not the General Public, but the fans.
Also, I think it takes into consideration of what the group can offer as a 'group' versus having a member or two go solo, which will benefit the branding more? i.e the group's image/name. It's a few pros and alot of cons.
Pros in the sense that the group will be slightly more known. That individual might get more recognition. Cons are that the solo member(s) might break away from the group and go independent because 1 salary is better than split 5 ways. Dwarfing his/her labelmates; Wonyoung, Suzy, Cha Eun Woo. Let's be real, if you're not a fan of Cha Eun Woo, would you even know he's an idol? which group he's in? do you even pay attention to his group when you 'discover' him? Probably not. So it's all down to individual branding.
EXID Hanni is a great example of boosting group's image, and I think recently Sohee from Alice is doing the same, albeit minorly.
Within a group you already have popularity contest, solos activities will widen that gap 10x. I know the member themselves won't think 'Ima be famous and break away from my team', but there are chances it happens and company don't want to risk it.
Some groups are better as a unit. Some groups can afford to go solos. Mamamoo is just too good IMO. Sure they don't sell 100k+, but they got loyal fans, and they can sing/write, and they does things outside their groups very well. Some members of RedVelvet too.
