Nope he is random normie small criminal.
Here in Poland there are shops inside prisons, you need to get a grant from supervisor each time you want to 'go' shopping. But there is different type of food there like milk, sweets, coffee, also some things like soap, tobacco, are there as well.
Of course you need someone to 'sent' money to prison bank account to be able to do shopping but it's kind of standard that relatives send 100-200 USD per month for those who are in prison to have 'better' life.

The problem on that photo were those diet supplements, and some other meds. Those were illegal to have.
It was later revealed that some guards were corrupted and smuggled those inside in return for nice bribe
