Twice were building up their reputation as good singers during Fancy and Feel Special especially Jihyo and Nayeon. Then Momo in M&M happened and it basically unfairly destroyed everything the vocal line did prior. They should really not let Momo have any lines except maybe some rap or just talking lines.

I think even JYPE is acknowledging that Jihyo is one of their top dancer/performer. Shet gets a dance performance project after Momo. She got a solo dance performance in last year's Golden Disk Award. She was in the dancing unit with Momo for their concerts. Jihyo is truly the most talented and ace of Twice.

Another theory is that JYP already knew that Momo was debut ready and already planned for her to be part of Twice. In that final group of Momo, Chaeyoung, and Jiwon, he wasn't entirely sure of Chaeyoung and Jiwon yet and wanted to see them improve more. So he cut the one contestant he already knew he would be bringing back anyway.
I think everyone knew Chaeyoung would for sure debut at that time of Sixteen because she was literally the only rapper in the whole show.
