Mmm no, the selling point of the group is that they are idols already known with a big fanbase so they don't have to start from zero.
Doing the same concept and music with just 2/3 members of iz*one is just stupid, is like having a b-tier iz*one, that won't sell that well in the future, that's what the article wants to say, so they have to innovate, to keep it fresh and make a unique colour for the group.
