objectively speaking EXO, but it's really different eras and hard to compare. Kpop back then was way smaller than it's now, but what TVXQ achieved back then was next level. I would say TVXQ is the biggest boy group of all the time in my honest opinion.

I don't know much about TVXQ but i heard they were pretty big in Japan
