I think it's like how after you brush and drink a juice it taste horrible. First food affects your taste buds in some way and then when you try something else it interfereswith you taste buds and you get a weird after taste.
I guess the high fat and sugar content in ice cream affects your taste buds temporarily so you get used to that but wehn you drunk water which should taste neutral (or a bit mineral ish if you have mineral water) it gets combined with your already activated taste buds, contaminating the waters true taste which gives that nasty after taste.
