Overall impact is Wonder Girls because WG is the first GG that helps a lot in spreading the Hallyu in 2nd gen.
Peak is 2NE1 and I also think 2NE1 helps popularize girl crush concept -

Impact: Wonder Girls as they were considered the 'Nation's Idols' at the time and revived idol culture/the idol industry since it was dead before WG released Tell Me. Nobody was pretty big internationally too, the song essentially launched the Hallyu Wave and made it into what it is today.
Peak: 2NE1. They did really well at debut with Fire/I Don't Care. I Am The Best was an international smash(for KPOP standards at the time) and even though they ended up peaking with that song, they continued to release many successful songs and they established themselves as the digimons of the 2nd gen along with SISTAR.

WG's peak was huge with Nobody and Tell Me, but their popularity wasn't as consistent. I blame JYPE for this for trying to push them in the West when they could have had a more solid run in SK.
2NE1 is like the 2nd biggest GG, only behind SNSD. Their overall consistency allowed them to be more impactful over the years, rather than just at the start of the era which is more of like Wonder Girl's doing.

Wonder Girls had easily the higher peak imo, the Tell Me to Nobody era is literally one of the highest peak any gg had ever (with probably Twice Cheer Up/TT era and BP HYLT/LG era). Also some 1st gen groups might have similar peaks but i'm not knowledgeable enough. Legacy wise id say its a draw : Wonder Girls have a big legacy and Twice came after but Twice was more of a SNSD successor than a Wonder Girls successor. Their songs also don't have the longevity of 2NE1 songs at all. The only thing they have is maybe the 2 most impactful songs in Tell Me and Nobody. Bp is a direct successor to 2NE1, in the style, the music etc... 2NE1 impacts over time is one of the highest ever.

Are you talking Korea or WW?
If you talk about peak, its almost only Korea as the market was almost entirely in Korea and maybe Japan.
Impact is both.

Disagree hardly on that : 2nd Gen is like 2003/05 to 2013. 2007 to 2010 Wonder Girls was the top girlgroup in Korea ABOVE SNSD (SNSD had Gee but really took over as the Nation's gg in the 2010s) and 2NE1 came after. Yes 2NE1 always had hits (2010-2016 every single year), but never was the biggest and never quite had the Tell Me and Nobody peak. 2NE1 was hugely more popular in the west but imo it's more about impact than peak as kpop in the west was very underdeveloped.

Not as big as tell me and nobody, 2NE1 songs are viewed highly cz they were bigger than wonder girls songs in the west and are more recent. 2NE1 was also much bigger than Wonder Girls when they were both active, as WG prime came before the 2010s
