Decision was made by Chanho Park, Korea's first Major Leaguer, primarily playing for LA Dodgers and later Texas Rangers where he was less successful but made most of his money. He married a Korean-Japanese real estate developer's daughter, and her family is richer.
Chanho Park is well known as someone who talks too much, and apparently he talked Suga into this. That aside, this was the only team available where he could invest, so he chose that and Suga followed.

While what you may say is true, there's gotta be some issue there with all the teams leaving, perhaps attendance is garbage, the Raiders moved a bunch of times, perhaps the fact that there's so many teams hurts them.
