Tis a mixture of both, we look at who is wanted, like for example, I DO NOT KNOW IZNA lol but I am hosting them because they have been requested a lot. However the final say so on if they happen, is at staff approvals.
Also if the group has already gotten their gen 3 badges, they will need to wait until the next gen for a new badge (i.e the fried bleach hair Jennie badge that won during Blackpink's voting many months back)
