I think there may be some confusion here. The torchbearers have never needed to be of the same nationality as the host country. However, the committee who chooses these people does have at least one member who is appointed by the host country. https://olympics.com/ioc/olympic-games-organising-committees

It is them who decide who is invited to be a torchbearer. Selections usually reflect the theme the committee/host nation wants the Olympics to embody. With the games being in the host country plus at least one member being appointed by the host country, many selected are usually of the same nationality as the host country, but it is not necessarily so as we see in the case of Jin and @paradis example.

I feel it should be noted that the committee for the Paris 2024 Olympics did include corporate sponsors.
