Blackpink and Twice arguably top two biggest fandoms in kpop girl group sphere, I may even think their fandoms second and third in 3rd generation only after bts. other girl group fandoms in 3rd gen maybe not be big as above two but still considerably have strong core fandoms backup that sustain them in the long run. For most of the 4th generation groups they don't have strong core fandom like their previous generation most of them rely on multi fandoms, 4th gen definitely doing Better at gaining casual listeners and digital charts but building the core fandom is not their strong point, I also feel it may tough for 4th gen groups can do monster tours like blackpink and twice did in 3rd generation.
Compare to 3rd generation girl groups, 4th gen girl groups doesn't have big fandoms to back them up

I don't think it's a question of having bigger or more fans
I think it's just that in 4th gen, there's more successfull girlgroup which ends up in fans being more spread
Like if you have 100 people spread through 5 different gg fandom, obviously the number of fans will be smaller
In 3rd gen the kpop fandom was just share in 3 because only rv, twice and bp were big
That's why their fandom were bigger
It's not a question of 4th gen being less attractive to kpop fans
It's just that this generation is much more competitive than the previous one

Like a user said above third gen was alot of trail and error, fandoms became more condensed so it was mainly the big three sharing the consumer base with the other groups providing filler/ reasonable competition for show/project decelopment
