Reported pre-orders are not actual sales. They are an estimation on how many albums could have been produced based on demand sent for stores.
Like any estimation, It can be overestimated, underestimated or correct.

A lot of people think It is actual number of albums pre-ordered (either by stores or consumers), but It's not. If It was, It would reflect on Circle Charts, but sometimes the numbers don't match and some albums never reach reported pre-orders numbers.

I don't know what they do in Korea, but elsewhere just like with any product, you can just send them back to the distributor.
However in recent years, groups sell more than the pre-orders in week 1. The only outlier has been gidle recently.
