Adjusting the seating capacity wouldn't lead to concert being reported as not sold out. You can see how various artists have sold out shows with different capacity in the same venue. That's what adjusting means.
Touring data reporting that the show wasn't sold out only means the tickets that went on sale AFTER the adjustment didn't sell out.

Ever since Twice and Blackpink started selling out stadiums in the US, ya'll have started to expect all kpop groups to be able to sell out their venues. Most kpop groups can't even sell out arenas and it's even worse for ggs who usually have smaller fanbases. And like other users have said, I do think it's just a mistake in the seating configuration and the number of seats that were made available for purchase
